The Hillsborough County Solid Waste
Management Department (County) was in the
process of evaluating their 30 year solid waste
demand and disposal options. Barnes, Ferland
and Associates, Inc. (BFA) was selected with
SCS Engineers as the County’s Continuing
Solid Waste Consultant. The County wanted
to investigate plans for construction of a
disposal expansion area at their Class I
Southeast County Landfill. BFA provided
hydrogeological and geotechnical services to
SCS Engineers for an evaluation of a 140 acre
tract in accordance with the Florida
Department of Environmental Protection
(FDEP) regulations (Section 62-701 F.A.C.). An
extensive drilling and testing program was

The City of Ormond Beach, as part of the existing
Monitoring Plan for the Nova Road Landfill, is
required to submit a Biennial Report to FDEP that
compares the results of semi-annual samples taken
of the existing twenty-three (23) monitoring wells,
and one (1) surface water source. The purpose of
this report is to analyze the data for trends and to
evaluate the adequacy of the current monitoring
plan based on the results of the previous four (4)
years sampling events.
BFA prepared an analysis of the existing data
provided by the City and recommended changes to
the existing Monitoring Plan. A technical report
was submitted to the Volusia County
Environmental Management for the landfill

The Florida Department of Environmental
Protection (FDEP) had revised/increased their
compliance rules for operating construction and
demolition debris (C&D) landfills. The Royal Oak
Ranch C&D Landfill had several compliance issues
to resolve in addition to the new rule changes.
Barnes, Ferland and Associates, Inc. (BFA) was
hired by the owner to modify the permit and
resolve these old and new compliance issues in
accordance with FDEP Rule Ch. 62-710. This
work included development of 1) Landfill
Operation Plan; 2) Groundwater Monitoring Plan
and 3) Financial Assurance Plan. Some of the
more significant issues involved landfill grading
and closure planning, storm water control, filling in
of borrow pits/wetlands and emergency procedures. |
