City of Altamonte Springs - Consumptive Water Use Permit Renewal PDF Print E-mail


The City of Altamonte Springs is located in a “Priority Water Resource Caution Area” where projected future withdrawals of groundwater could cause significant harm to water resources. The St. John River Water Management District is currently developing a District-wide water supply plan (Water 2020) that will contain recommendations on how to develop water resources to avoid potential water supply problems in these areas. Recently, the City’s Consumptive Use Permit (CUP) also needed to be renewed with an increase in allocation. The District’s CUP program is closely linked to the regional supply planning process which is still being developed.

The City hired Barnes, Ferland and Associates, Inc. (BFA) to recently complete this permit renewal through a sub-consultant agreement with Kimley-Horn, Inc.. The City has maintained a good compliance record with the District and has made significant investments in water conservation programs in comparison to most utilities of their size. Therefore, the City wanted to maximize their permit renewal duration because of the unknown effects of the District’s Water 2020 Plan.

In preparation of this CUP renewal, BFA provided a detailed evaluations of the City’s water supply and reclaimed water systems that involved:

● Historical and Projected Water Use

● Water Conservation Program Evaluation 

● Water Resources and Quality Evaluation 

● Groundwater Modeling and Impact Analyses

● Alternative Water Source Analyses

● Application and Report Preparation

BFA closely evaluated the District current goals and recommendations of their Plan and related the City’s achievements into the CUP renewal. The City’s future needs and sources were identified including use of alternative sources (surface water augmentation and reclaimed water use). The City is one of the first public supplies to receive a 20-year permit renewal.
