City of Edgewater - Water and Wastewater Capital Improvement Plan PDF Print E-mail

Mr. Ronald P. Ferland, a BFA Principal, managed the development and implementation of a $35 million capital improvement plan. The project activities he was directly responsible for include:

  • Development of water and wastewater facility master plans 
  • Design, construction management and operational start-up of:
    • 5.0 MGD wellfield and water treatment plant (lime softening). This project included
      consumptive use permitting of the wellfield in a water resource critical area requiring
      extensive modeling and wellfield management strategy to mitigate saltwater intrusion;
    • 2.25 MGD AWT wastewater treatment plant with surface water effluent disposal permit
      to Indian River and community-wide reuse;
    • Sludge management system consisting of sludge thickening and aerobic digestion;
    • 60 miles of gravity sewer pump stations and force mains to provide wastewater service
      to a 6000 unit development being served by septic tanks. Road paving and stormwater
      drainage improvements were also designed as part of this project;
    • 84 miles of public access reclaimed water transmission/distribution facilities to provide
      reclaimed water supply throughout the City;
    • 20 miles of water transmission/distribution facilities.
    • Development of rates, charges and special assessment funding sources and consulting engineer’s
      reports to support $35 million debt issuance consisting of:
      • $7.5 million bond issuance
      • $25 million State Revolving Fund (SFR) loan
      • $2.5 million Small Communities Trust grant
    • Development of a stormwater master plan and design and implementation of a storm water utility fee. The master plan covered 21 miles of canal, nearly 200 culverts, and providedrecommendations to alleviate flooding problems and set design standards for future development;
    • Comprehensive Land Use Plan wastewater, water supply, stormwater and solid waste elements;
