Mr. Ronald P. Ferland, P.E. and Charles E.
Hortenstine, P.E. were the Engineers-of-
Record for the planning, permitting, design,
bidding, financing and construction
management of the 2.25 MGD Advanced
Wastewater Treatment Facility which
discharges a portion of the highly treated
effluent to a community reuse system with the
remainder of the effluent discharged to the
Indian River. The project consisted of
preliminary planning, detailed design, permitting, grant and loan procurement,
bidding and construction administration
services. The facility includes a pretreatment
system, a master pump station, a biological
nutrient removal system, chlorination/
dechlorination system, post aeration system,
effluent and reuse pumping and storage
systems, a gravity belt thickening system, a
diffused air aerobic digestion system, plant
SCADA system, surface water outfall pipeline
and related structures.
Notable Features:
- Pre-thicken sludge prior to digestion to
reduce digester volume and achieve PSRP.
- Existing WWTP Structure (Cantex Plant)
converted to reclaimed water storage tank.
- Extensive water quality modeling and
permitting requirements for effluent
discharge to Indian River Lagoon (highly
protected surface water).
- Plant design and layout for phased
expansions.
