Mr. Ronald P. Ferland, P.E. and Charles E.
Hortenstine, P.E. were the Engineers-of-
Record for the planning, permitting, design,
bidding, financing and construction
management of the 2.25 MGD Advanced
Wastewater Treatment Facility which
discharges a portion of the highly treated
effluent to a community reuse system with the
remainder of the effluent discharged to the
Indian River. The project consisted of
preliminary planning, detailed design, permitting, grant and loan procurement,
bidding and construction administration
services. The facility includes a pretreatment
system, a master pump station, a biological
nutrient removal system, chlorination/
dechlorination system, post aeration system,
effluent and reuse pumping and storage
systems, a gravity belt thickening system, a
diffused air aerobic digestion system, plant
SCADA system, surface water outfall pipeline
and related structures. |

This project consists of planning, design, permitting
and construction management of
wastewater collection, treatment and effluent
disposal facilities to serve the City of Bushnell.
The service area currently uses septic tanks
and marginally performing package treatment
plants.
Planning/preliminary design activities included
evaluation of several treatment and effluent
disposal alternatives, environmental impact
assessment and siting constraints. Effluent
disposal analysis included significant impact
analysis related to sinkhole formation potential
and groundwater nutrient transport to
Lake Panasoffkee, a specially protected surface
water. Based on this analysis, spray irrigation
was the selected effluent disposal method. |
