Royal Oak Ranch C&D Landfill - Landfill Permitting and Compliance PDF Print E-mail

The Florida Department of Environmental Protection (FDEP) had revised/increased their compliance rules for operating construction and demolition debris (C&D) landfills. The Royal Oak Ranch C&D Landfill had several compliance issues to resolve in addition to the new rule changes.

Barnes, Ferland and Associates, Inc. (BFA) was hired by the owner to modify the permit and resolve these old and new compliance issues in accordance with FDEP Rule Ch. 62-710. This work included development of 1) Landfill Operation Plan; 2) Groundwater Monitoring Plan and 3) Financial Assurance Plan. Some of the more significant issues involved landfill grading and closure planning, storm water control, filling in of borrow pits/wetlands and emergency procedures.

The above plans were accepted by the FDEP and the Groundwater Monitoring Plan was subsequently implemented by BFA. The Plan involved characterizing the site hydrogeology and water quality conditions. This included:

  • Well design, bidding, and construction management
  • Field observation for soil borings and monitor wells
  • Laboratory testing of soil properties
  • Slug testing and analysis
  • Water table mapping
  • Water quality sampling and evaluation
  • Data preparation, analysis and submittals in accordance w/ FDEP format

At first, the owner was considering selling the landfill/property. However, all landfill compliance issues are currently resolved and it is now very active.
