The Florida Department of Environmental Protection (FDEP) had revised/increased their compliance rules for operating construction and demolition debris (C&D) landfills. The Royal Oak Ranch C&D Landfill had several compliance issues to resolve in addition to the new rule changes. Barnes, Ferland and Associates, Inc. (BFA) was hired by the owner to modify the permit and resolve these old and new compliance issues in accordance with FDEP Rule Ch. 62-710. This work included development of 1) Landfill Operation Plan; 2) Groundwater Monitoring Plan and 3) Financial Assurance Plan. Some of the more significant issues involved landfill grading and closure planning, storm water control, filling in of borrow pits/wetlands and emergency procedures.
