Hillsborough Southeast County - Landfill Capacity Expansion PDF Print E-mail

The Hillsborough County Solid Waste Management Department (County) was in the process of evaluating their 30 year solid waste demand and disposal options. Barnes, Ferland and Associates, Inc. (BFA) was selected with SCS Engineers as the County’s Continuing Solid Waste Consultant. The County wanted to investigate plans for construction of a disposal expansion area at their Class I Southeast County Landfill. BFA provided hydrogeological and geotechnical services to SCS Engineers for an evaluation of a 140 acre tract in accordance with the Florida Department of Environmental Protection (FDEP) regulations (Section 62-701 F.A.C.). An extensive drilling and testing program was performed that involved the following:

  • Compilation and review of existing literature;
  • Developing technical specifications for a drilling and testing program;
  • Field observation or testing of soil borings, cone penetration tests, thin walled tubes, piezometer installations and slug testing;
  • Geotechnical laboratory testing of nine soil parameters;
  • Potable well inventory;
  • Seasonal groundwater and surface water mapping;
  • Sinkhole evaluation; and
  • Foundation analysis;

A detailed report was prepared by BFA that summarized the results of this investigation and satisfied the FDEP requirements. The report included results of the exploration program, hydrogeological and geotechnical analyses and recommendations.
