Barnes, Ferland and Associates, Inc. (BFA) is providing design, permitting, construction management and public information/relations services for the Holden Heights Infrastructure improvements. The project consists of ±16 miles of gravity collection system, five (5) lift station/force main facilities, 3 square mile drainage basin, stormwater improvements and road paving in the Holden Heights neighborhood immediately adjacent to the City of Orlando. The sanitary sewers will provide service to approximately 2,000 commerical and residental parcels currently serviced by septic tanks. The project is required to alleviate chronic drainfield failures and groundwater and surface water bacterial contamination which results in a public health hazard.

The stormwater improvements include the conversion of open rural drainage facilities (swales and ditches) with closed urban drainage facilities (curb and gutter). Stormwater will be routed to new retention basin for treatment prior to discharge to Clear Lake or drainage wells.

Roadway paving improvements will be accommodated as part of the sewer line construction restoration. Additionally, approximately 3 miles of currently unpaved roads will be paved.

In addition to design, permitting and construction management, the BFA team is providing public information and funding assistance services.

Public information activities include: public workshops, newsletters and an information repository located in the community. Funding assistance activities include development of a Municipal Services Taxing Unit (MSTU) and use of CDBG funds to assist residents in paying for sewer connection and septic tank abandonment costs.

Construction Cost (Est.): $17,000,000
Completion Date (Est.): 2004
