During the early phases of the design of the proposed Beltway through Seminole County a Construction and Demolition debris dump site was discovered. Because it is possible that old dump sites may potentially contain hazardous materials, during November of 1989, Mr. Barnes was responsible for characterization of this site. A Phase II environmental assessment was undertaken to determine if the fill material had adversely affected the surrounding groundwater quality. The activities included the installation of 37 test sites and construction of three groundwater monitoring wells.

Water samples were taken from the three wells and form an existing pond on the site and analyzed for the purgeable halocarbons, purgeable aromatics, EPA 625 Base/Neutrals, and primary metals. Slightly elevated levels of metals were detected in the groundwater. The conclusion of our studies was that the filled area did not pose an immediate threat to the surrounding environment. An Environmental Risk Assessment was also conducted to evaluate the options associated with the removal of the fill material.
