During the past few years, the City has called on Barnes, Ferland and Associates, Inc. (BFA) to provide hydrogeologic assistance regarding future well field siting, Consumptive Use Permit planning and post remediation contamination monitoring.

BFA prepared two technical evaluations that involve the City’s plans for future well field withdrawals. The first evaluation was needed to demonstrate that the City’s future well field withdrawals would not result in deficits, as reported in the District’s Draft Water 2020 Plan. This work involved reviewing supply well water quality data, developing a groundwater flow model to predict drawdowns within the Upper Floridan aquifer as a result of the City’s proposed 2020 withdrawal quantities and coordination with City and District Staff. Model results were used to demonstrate that no impacts would result if four new wells were added to spread out the pumpage effects.

In order to meet future water demands and provide additional well field rotation capacity, the City plans to add approximately four new supply wells to their system. The second evaluation involved planning/siting locations for these new wells. BFA reviewed property/land use maps and existing hydrogeologic information including pertinent reports, existing well constructions, water quality and well yield information. It was decided to first consider a northerly expansion of the Alan R. Thomas well field on City owned property. Another potential area to consider for future well field development is a north trending private road west of S.R. 442 on the O’Reilly property. A scope of work was developed for implementation of a drilling and testing program and a meeting occurred to inform the District staff of the City’s plans.

Recently, BFA performed the necessary Post Active Remediation Monitoring at the City’s Public Works Facility. These services were performed in accordance with the monitoring plan approved by the Volusia County Environmental Management (VCEM) Department, BFA’s Quality Assurance Plan and in accordance with Chapter 62-770. This work involved the collection of samples from monitoring wells on a quarterly basis and reporting results to the VCEM in a letter summary report.
