Mr. Allen is an experienced environmental engineer with 28 years experience in utility management, master planning, water resources engineering and the design and construction of water and wastewater treatment, effluent reuse and disposal, water distribution, wastewater collection/transmission and well pumping systems. As Senior Vice President at BFA, Mr. Allen is responsible for coordinating engineering activities associated with water resources, civil and environmental engineering. Prior to joining BFA, Mr. Allen was the Deputy Director of the Orange County Utilities Department and directed the Utilities Engineering and Construction Divisions with a combined annual operating budget of $5.1 million.
